MACHAKOS COUNTY  speaker Florence Mwangangi trashed  Alfred Mutua's intention to retain his County Executive Committee (CEC) members.
Mwangangi asked the governor to swiftly nominate and present to the assembly ten names of county ministers for approval as required by the law.
She said the governor's failure to constitute a legitimate board of county executive committee members has hampered development in Machakos.
The Machakos Assembly has been at the forefront in pushing for meaningful development in the county. It has reached out to the executive for mutual corporation between the two institutions, Mwangangi said.
She spoke during a media breakfast meeting at a hotel in Machakos town May 2018.
"We want to work with the executive in line with the law so as to serve the residents effectively," she added.
She said the assembly had approved a supplementary budget to enable the executive function effectively.
The speaker also said the assembly is ready to approve the county's 2018/19 budget. "We are making all the approvals to help executive get funds to serve the locals, the assembly expects that the executive will effectively implement the supplementary budget," Mwangangi said.
"We call on the governor to constitute the county's executive committee in line with the constitution."
She said the committee comprising of the governor, his deputy and chief executive officers should be approved by the assembly for legitimacy.
"This has not been done. It is expected that before 2018/19 budget is passed, the governor will move with speed to have the committee instituted," said Mwangangi.
Mwangangi said failure by the governor to institute the committee has legal implications.
"We have tried to use various means to solve the issue amicably in vain. We will follow the law if Mutua fails to appoint the CECs to enable residents to get services," she said.
